What’s going on?
MPs will vote on amendments to the Cyber Security and Resilience Bill next Tuesday 16 June.
Victoria Collins MP, has tabled amendment NC13, that would require the Government to publish a Digital Sovereignty Strategy. This is urgently needed to reduce the UK’s dependence on a small number of foreign-owned technology companies for critical public services and infrastructure.
The UK government relies on risky and costly big foreign companies to provide it’s digital infrastructure. These companies lock us in their expensive services. Not only are we getting ripped off, but these companies have control and influence over our government.
Recent warnings about Palantir’s growing role in the UK public sector show why this matters. The Science, Innovation and Technology Committee has described Palantir’s increasing presence in public services as an “unacceptable point of weakness”. But this is not only about one company. It is about whether the UK has enough control, resilience and domestic capability in the technologies on which our public services depend.
A Digital Sovereignty Strategy would help the UK assess and reduce risks from foreign interference, vendor lock-in, insecure supply chains and over-reliance on foreign-supplied technologies. It would also support UK jobs, skills and innovation by encouraging investment in domestic capacity, open source software, open standards and more competitive technology markets.
At the moment, too many public bodies are locked into proprietary systems controlled by a small number of powerful companies. This can increase costs, weaken accountability, and leave essential services exposed if suppliers change terms, withdraw support, or become subject to foreign legal or political pressure.
Digital sovereignty should not mean isolationism or protectionism. It should mean ensuring that the UK has secure, resilient and reliable access to the hardware, software, data and digital services it needs. We need a public sector that can make technology choices in the public interest.
